Why and how you became entitled to an FHA/HUD Mortgage Insurance Premium (MIP) refund. 
​When you purchased your property, you had an FHA mortgage. In order to protect the government in case of default on the loan, at the time of closing you were required to pay a substantial up front premium in the closing costs for mortgage insurance (MIP) for the entire term of your loan i.e. 15 or 30 years. You paid up front approximately 1.50% of the purchase price for the mortgage insurance and then approximately .05% for mortgage insurance each month in your mortgage payment. Your HUD Closing Settlement will confirm your up front payment of the FHA Mortgage Insurance Premium (MIP).

​When you later refinanced or sold the property, the previous mortgage was paid off by the refinance or new owner and the mortgage insurance was no longer needed and was therefore canceled. As a result, you are entitled to a refund of the pre-paid but unused portion of the FHA/HUD Mortgage Insurance Premium (MIP). It's the same scenario as when a pre-paid homeowners insurance policy or a pre-paid automobile insurance policy is canceled before the end of the term--a refund for the unused portion of the premium is paid back to you. It's that simple and you will see that it makes perfect sense and that this rule applies to your mortgage insurance policy as well.
You may ask since you are entitled to a refund, why is it not automatically sent to you?
Keeping addresses current for millions of homeowners would be an almost impossible task as FHA/HUD simply is not staffed for it. Thus, the refund check is not automatically sent to you.  

​​A claim for the refund must be filed. For a two-year period after your refund becomes available to you (the Redemption Date), notices are sent by FHA/HUD to the address on record and very often, unfortunately, never reach the homeowner. After a two-year period, if the funds are not claimed by the homeowner, the refund is deposited into a government unclaimed refund trust account (which does not earn interest for the homeowner), and the refund information including the homeowner's name, address and refund amount is published in the public domain.
